Album: Does The Cap Work?
The NRL is obviously one of the closest sporting competitions around and many put this down to the salary cap. In his latest SMH column Phil Gould strongly rallied against this idea. Do you think the salary cap works in terms of spreading talent evenly. You would have to say that somehow the likes of Manly, Rabbits, Sydney City, Bulldogs and to a lesser extent Melbourne have been able to hoard a disproportionate amount of talent.

To this I would add that no club has ever been found in breach of the cap by the auditing of the books. The bulldogs breach was discovered by a journalist, the warriors breach was declared by new management and the storms breach was found by accessing a secret filing cabinet. So the only time they have found clubs out is when external information has surfaced. It would be very naïve to think that all major caps rorts have been discovered.

Do you think the cap works? If not how would you change it?

I made the suggestion in another thread that a NBA style luxury tax could be implemented. This is where a set amount is designated for salary cap and if you spend over it you are a taxed a dollar for every dollar you go over. The amount of luxury tax collected then gets distributed between the clubs that stay under the cap.

Someone suggested that this would mean the rich clubs would just buy up every players, but I think having to spend $2 for every $1 you pay a player would limit this to an extent.
