There is a ridiculous amount of talent in the mitre 10 cup. You could sign a killer player not with a super contract from every single union in New Zealand such is the depth of player available to NZ Rugby Union. Warriors have no excuses and should be actively signing 3 - 5 new union players per year for the ISP and culling those are not a cut above. In reality the Warriors have completely balls up their recruitment processes.
Put it this way, Every single NPC side in NZ has at least 3 Simon Mannerings running around. Thats just a standard NZ rugby backrower there days coming off the bench.
Never going to happen is it. The Warriors can only sign some 5-7 players to ISP contracts. They are hardly going to waste that on ITM players lol. Cant be that much of a goldmine or the NRL would be littered with ITM converts. Plenty of NRL scouts from other clubs scouring this country...

mmmmm.... according to selector's list posted in the finals thread, there's 32 players with kiwi connections playing this weekend in the nrl finals. Of those, a number were born outside of NZ or left NZ as children before they were on any club's radar.
Also, of those 32, two (Harris & Beale) have been recruited to the club for next season.
But I guess your post is the case of not letting the facts get in the way of a good conspiracy
