Ivan Cleary asking for compensation for the loss of locally developed players at Penrith - and they have let go of a few cracking players due to cap restraints, raises the discussion of some type of cap exemption/ allowance for players brought through the grades.
Is this in the form of their first top 30 contract or while they stay contracted to the club?
The Warriors clearly want to be a development club and at some point this could be a relevant issue retaining rostered players.
I'm light on details but, football (Soccer) have a system where every club that a player has played for up until their 23rd birthday get a small percentage of the transfer fee every time a player changes club for the rest of their career. With that payment being divided up by how long the player spent at each club up until their 23rd birthday.
For league I would cap it at 21 years of age.
It would be easy to create a system that encourages teams to invest in youth development, where by something like 5% of a players contract is paid to the development club(s). This payment wouldn't come out of the players wages and wouldn't be taken out or added to either teams salary cap, it would just be a payment from one club to the other. The club receiving the payment could then just use that money to continue to develop more players.

The Panthers are going through the same headaches as other teams that have had success. Their conversion rate to premierships has been better.

A lot of the others may have recruited more to cover holes. A lot of the other sides would recruit 1-2 good players or fill their outgoing players with development players or recruit fringe guys similar to the Panthers.

Let's hope our focus on development is continued. As we have had strategies and not seen them through to the end.

How good would it be in 5-10 years for us to have a few a premiership or premierships under us and we are in the Panthers' position of being stressed about our developed stars who are leaving.

Kiwi signed from Roosters

Exciting teenaged centre Kahu Capper has been lured back home from the Sydney Roosters after signing a two-year contract with the One New Zealand Warriors.

The 18-year-old Taranaki-raised Capper will experience preseason training with the NRL squad before starting the 2025 season with the club’s SG Ball Cup (under-19) and Jersey Flegg Cup (under-21) sides.

In January he captained the victorious Aotearoa Māori under-18 team at the Pasifika Youth Cup in Pukekohe when he was named the MVP for the tournament.

“Kahu’s a quality young footballer with huge potential and desire,” said One New Zealand Warriors general manager recruitment, pathways and development Andrew McFadden.

“We’ve been watching his development for some time and met up with him recently. He’s keen to come home to be near his family and to further his rugby league career with the Warriors.”

Capper has been in the Roosters’ system the last three years playing for their Harold Matthews Cup (under-17) side while attending renowned rugby union nursery Waverley College.

He has mixed rugby league with playing rugby union for Waverley College which has led to call-ups for the New South Wales Waratahs 16s and 18s representative sides.

Born in Esperance in Western Australia on February 9, 2006, Capper started playing rugby league for the Warriors – the South West Warriors, that is – before his family returned to Taranaki where he played for the Western Suburbs Tigers.

He attended Spotswood College in New Plymouth before being scouted by the Roosters.

U added CNK in that?? Da fuq! He was a bit off this weekend gone. But he gives a hundy percent effort every game. Reliable as fugg.
His yardage is up about 60m per game too. Disappointing effort in trying conditions last weekend but can't fault him outside of that.

On recruitment, does anyone know much about Savelio Tamale who's off contract with SGI & is posting good numbers from Wing/Centre in NSW Cup

I'm saying you can't compare CNK to AJ Brimson or Paps. Not the same impact

Is he predominantly a centre now? Looks to have played 5/8, Hooker at Harold Mats. Plays inside centre at Union. Seems like he would have a decent playmaking ability. Good luck to him and his development at the club.
Like you said, good luck to him. He currently plays for Narraweena Hawks which is my junior/local team here in Oz. All I can say is there's a long road to NRL from there...

There was an article on Zero Tackle stating he didn't play SG Ball this year due to suspension. What does someone do to get a 9+ week ban? Surely that's for an off field indiscretion?
Someone has said on Facebook that Capper's non-involvement in SG Ball was due to some verbal abuse directed at a ref. Must've been one he'll of a spray to sit out the entire SG Ball season
